解説
前件の程度に達してはいないが、少なくとも後件の程度には達していること、あるいは少なくとも後件の程度を満たす必要があることを表します。前件は後件よりも程度が高くなければいけません。
例文
（１） 死に物狂いで頑張れば、天才の域に辿り着けないまでもそこに近づけるはずだ。 ▶
即使拼尽全力，也许无法达到天才的境地，但至少可以接近那里。
Even if you strive desperately, you may not reach the realm of genius, but you can at least get close to it.
（２） この絵は細部は完璧ではないまでも、実物の特徴をよく捉えて描けている。 ▶
这幅画虽然细节并非完美，但成功捕捉到了实物的特征。
While this painting may not be perfect in every detail, it effectively captures the characteristics of the subject.
（３） この案なら全員の賛成は得られないまでも、過半数の賛成は得られるだろう。 ▶
虽然不能得到所有人的赞同，但应该能够获得多数人的支持。
While not gaining the agreement of everyone, it should be able to obtain the support of the majority.
（４） 怪我は完治とは言えないまでも、ほぼ回復してきている。 ▶
