解説

　取り上げるべき問題はそれではなく、それよりも前段階の問題であることを表す文型です。
　批判するときに用います。

例文

（１）　仕事をサボるというのは、仕事ができるできない以前の問題だ。　▶
　　　　　工作中逃避责任不努力，这是在能力问题之前的一个问题。
　　　　　Slacking off at work is an issue that goes beyond one’s ability to perform the job.
（２）　ワクチン打つ打たない以前の問題で、そもそも順番が巡ってこない。　▶
　　　　　在讨论打不打疫苗这个问题以前，首先要知道根本排不上号。
　　　　　Whether to get vaccinated or not is a problem that doesn’t even come up because the turn doesn’t come around in the first place.
（３）　人を前にすると緊張で話せなくなる。スピーチ以前の問題だ。　▶
　　　　　在演讲之前首先要解决在别人面前紧张得说不出话来的问题。
　　　　　I become unable to speak due to nervousness when facing people. It’s a problem even before giving a speech.
（４）　こんなことも知らない彼がなぜ政治家をしているのか。この話は教養以前の常識だと思う。　▶
　　　　　连这种事情都不知道，他怎么当上的政治家。我觉得他说这种没有常识话是没教养的体现。
　　　　　Why is he, who doesn’t even know such things, in politics? This conversation is a matter of common sense even before education.
（５）　できるできない以前に行動しない奴は何も始まらない。まずは行動することが必要だ。　▶
　　　　　在行动之前就想能不能成的家伙什么也做不了。首先，行动是必要的。
　　　　　People who don’t take action won’t achieve anything, regardless of their ability. Taking action is necessary first and foremost.
（６）　一人暮らしだけど料理なんてしない。できるできない以前に私はしたくない。　▶
　　　　　虽然是一个人生活但是我不做饭。不是能不能的问题，而是我根本不想做。
　　　　　I live alone, but I don’t cook. It’s not a matter of ability, but rather, I simply don’t want to.
（７）　レポートを書ける書けない以前の問題でそもそも考えがまとまっていない。　▶
　　　　　不是能不能写成报告的问题，而是现在根本就没有完整的思路。
　　　　　The problem is not whether I can write the report or not, but rather, my thoughts are not organized in the first place.
（８）　離乳食を食べてくれるかどうか以前に、私が作れるかどうかのほうが問題だ。　▶
　　　　　现在不是孩子吃不吃辅食的问题，而我能不能做出来是个问题。
　　　　　The problem is not whether the baby will eat the baby food or not, but rather, whether I can make it.
（９）　「来年ここ行こう！」「行く行かない以前に、コロナとかあるしなあ」　▶
　　　　　“明年我们去这里吧！”“现在不是去不去的问题，有新冠疫情哪里也去不成。”
　　　　　“Let’s go here next year!” “Even before considering whether to go or not, there’s stuff like COVID to think about.”
（10）　男女間の友情が成立するかどうか以前に、同性間での友情すら簡単には築けない。　▶
　　　　　在讨论男女之间友情是否成立之前，首先同性之间交朋友就很难。
　　　　　Before considering whether friendship between men and women can be established, it’s not easy to build even same-gender friendships.
