２つの意味があります。
①伝聞／推測
他人から聞いた情報や、状況から推測した客観的な情報を述べるときに用います。背景にはある程度信頼できる根拠があるので、可能性は比較的高いです。
②典型的な性質を持っている
名詞に接続して接尾辞的に用い、その物事が持つ典型的な性質を持っていることを表します。
「らしい」はイ形容詞の活用と同じです。

（１） Ａさんは明日誕生日らしいよ。
明天好像是A先生的生日。
I heard that it’s A-san’s birthday tomorrow.
（２） 弘前公園の桜は５月初旬が見頃らしい。
弘前公园的樱花5月上旬正是观赏时节。
The cherry blossoms in Hirosaki Park are said to be in full bloom in early May.
（３） 天気予報によると、明日は快晴らしい。
根据天气预报，明天好像是晴天。
According to the weather forecast, it’s expected to be sunny tomorrow.

今天的满月是今年最接近地球的一次，看起来非常明亮。
Today’s full moon is said to be the closest to the Earth this year and very bright.
